Dear Friends,                                                                                 Date: 22.07.2016

I submit the following developments and expect your suggestions from your side for better functioning of our Association.

1. Affiliation to AIFRUCTO: The part of General Secretary’s report and the Resolutions in EC meeting at Vijayawada on 02.07.2016 which lead us to get affiliation with AIFRUCTO is as here under:

Initially, AIFRUCTA is started in 2006 and did memorable service in the implementation of 2006 UGC scales by getting G.Os 53, 54, 31 and 32. Thrilled by the services of the Federation, many of us joined as Life members in AIFRUCTA. As such, AIFRUCTA is now having more life members but from lesser number of states.

Unfortunately ideological differences have started among the members of the Executive Committee of AIFRUCTA during 2012 and finally in 2014, a parallel Federation AIFRUCTO came into existence.  At present AIFRUCTO gained strength with increased life membership from 18 states in the country. A good number of our Association members also joined as life members in AIFRUCTO.

Almost all the members of our Association felt the need of Unification of both the federations and constituted a three men committee with Dr.K.Venkata Ramana Reddy as Convenor and Dr.M.C.Venkata Subbaiah and Sri S.Krishna as members to meet the leadership of both the federations and convince them for unification. During their meet the leadership of AIFRUCTO expressed its willingness for unification by solving its differences with AIFRUCTA in a bilateral meeting. The General Secretary of AIFRUCTO expressed his willingness to quit from his post if necessary.

The leadership (General Secretary) of AIFRUCTA has taken the stand that
“the AIFRUCTO should merge in the AIFRUCTA, as it is the pioneer and working from the begining”.

As per the recommendations of the three men committee, the General Secretary corresponded with the Secretaries of both the Federations and invited them for a common dialogue at Vijayawada. Prof B.Parthasarathy, General Secretary, AIFRUCTO, accepted the proposal where as Sri K.T.Venkatacharyulu, General Secretary, AIFRUCTA, not accepted the proposal and in his letter to me dt.16.06.2016 repeated his stand. In these circumstances, we have to take a stand whether we should be away from both the federations until their merger or to get affiliation to either of the Federations.

To move further, as decided in the Kadapa Executive meeting on 01.05.2016, opinions of the units are called for. The response of the units are tabulated here under:
Most of the units taking Options (2) or (3) are also for merger of the two federations. In case merger is not possible, their choice is Option (2) or (3). 

Taking all these facts into consideration, I would like to initiate the discussion in this matter with the following proposal. 

“We are very much thankful to the services rendered by Sri K.T.Venkatacharyulu for the Welfare of the Lecturers Community. We acknowledge the fact that he has sufficient knowledge in all matters relating to us and can guide us in solving our problems. As such, RCTA - AP is unanimously requesting him to accept the proposal for common dialogue with AIFRUCTO and take steps for merger of the two National wide Federations.

As majority of Units/Prime members are willing to get affiliation with AIFRUCTO (in case merger is not possible), we will get the affiliation of AIFRUCTO,  if it keeps open the doors for merger as and when AIFRUCTA comes forward for it”.

Ultimately the decision of this august body is final and will be implemented. 

HIGHLIGHTS OF THE MEETING 

1. Our Teacher MLC, Dr.A.S.Ramakrishna Garu released our Vanaprastha - 1st Issue from Vijayawada. He promised us to help to his best in solving our problems. Then we falicitated him and thanked him for his coming over to this meeting and releasing our magazine and also for his promise. 

2. The matter regarding to affiliation to National Wide Federation is discussed in detail and resolutions were passed unanimously. 

RESOLUTIONS 

1. Unanimously resolved to open “Building Fund Account” at Corporation Bank, Satyanarayanapuram, Vijayawada jointly by Convenor of Building Committee and Treasurer of RCTA-AP. 

2. RCTA-AP is having a strong opinion that there should be one strong federation at National level. 

Keeping in view of the great past services rendered by the General Secretary, AIFRUCTA; RCTA-AP is unanimously requesting him to accept the proposal for common dialogue with AIFRUCTO and take steps for merger of two National wide federations. 

As majority of units / Prime members / State Executive members are willing to get  affiliation to AIFRUCTO, and it keeps open the doors for merger as and when AIFRUCTA comes forward for it, it is unanimously resolved to get affiliation of AIFRUCTO.

Accordingly, we took affiliation with AIFRUCTO on 15.07.2016. 

A proforma herewith is enclosed for those members who wish to take life membership in AIFRUCTO (Fees Rs.1,000/- inclusive of quarterly magazine AIFRUCTO news). The Presidents/ Secretaries are authorised to forward these applications alongwith fees in a bunch with a list. A copy of the list is to be handed over to the General Secretary on or before 08.09.2016. 

2. Relief to G.O.31 sufferers: After a prolonged persuance for a long period of over 3 years by Sri K.Venkatapathy Reddy and incurring a huge expenditure of about Rs.3 Lakhs towards conveyance etc., over this perod by taking the help of several MLC’s, G.O.Ms. No.46, dated 15.07.2016 is released.

According to this G.O., all the UGC Pensioners, who were previously moved to state consolidations as per G.O. 95 w.e.f. 1.8.2000 are brought back to UGC consolidations in 1996 and 2006 UGC consolidations. The recovery due to these consolidations is waived. 

The District / Unit Presidents / Secretaries are requested to collect the share of expenses from the beneficiaries of this G.O. and send it to the Finance Secretary at the earliest.

UGC Pay Review Committee notification along with proforma, G.O. 46 etc. are kept open in blog / on can correspond to the email ID: which is as follows:

4. Building Fund: Building Fund Account is opened at Corporation Bank, Satyanarayanapuram branch, Vijayawada-11.

On the day of opening the account (21.07.2016), the Convenor Sri Y.Chakradhara Rao donated Rs.10,000/-, Treasurer Sri S.V.Krishna Rao donated Rs.10,000/- and the General Secretary Sri K.V.Narasimha Murthy donated Rs.5,000/-. 

All the members are requested to donate liberally (Keeping in mind that the total cost is more than Rs.50.00 Lakhs) at the earliest so that we can have our own premises. Kindly see that your donation is more than Rs.5,000/-. 

Donations can be directly credited into the account with intimation to General / Finance Secretary along with a photo for publication in Vanaprastha, or, can be sent through a cheque (at par) alongwith a photo of the Donar. 

5. Health Cards: Please follow the following guidelines for using Health Cards: 

(i) Open “www.rctaap.blogspot.in” web site and download the empanelled hospitals list at the place you desire to have the treatment. 

(ii) Contact Vidya Mitra contact number of the hospital  and confirm the empanelled hospital.

(iii) Go to the hospital along with health card and cell phone and meet the E.H.S. -
help desk at the hospital.
(iv) The concerned doctor will, after diagnosis, apply the trust seeking permission for the treatment. After receiving permission, the hospital will start treatment. 

In case of emergency, the doctor will get approval on phone and start the treatment. 
Note:
1. In case of any hurdle you come across in this process, please contact the District Co-Ordinator of EHS/EHS executive. He will solve your problem. 
2. O.P. Treatment is available at Area (Government) Hospitals only in between                                2 pm and 4 pm.
N O T I C E

Executive Body Meeting of RCTA-AP will take place at          Visakhapatnam on 08.09.2016 (Thursday) at 10.00 a.m. 

Venue : YMCA - Beach Road, Visakhapatnam

Agenda : (1) Discussion on memorandum submitted to Chairman, UGC
Pay Review Committee and letter to AIFRUCTO regarding 
2016 UGC Pension consolidation. 
(2) Settlement of account submitted by Sri K.Venkatapathy Reddy
on the issue of G.O.31 sufferers. 
(3) Acquiring own premises at Vijayawada. 
(4) Selection of General Council members for AIFRUCTO.
(5) Co-option of one EC member/special invitee from Guntur
District as this district has no place in EC so far.  
(6) Any other matter with the permission of the Chair.

All the State Executive members are requested to attend the meeting and make it a grand success. 
District  / Unit Presidents and Secretaries can also attend the meeting claiming TA from their respective units. They can express their views with the permission of the Chair,  but they do not have voting right as it is EC meeting.

  1. I retired as a lecturer from govt.degree college Nandikotkur, Kurnool district a.p. I was a promotee from Junior college and was eligible to draw U.G.C. scales.HoweverI opted for State scales and retired in 2009.Can I join your association or is there another one for me to be a member and gain wisdom of benefit from being a member.At present Iam with Pensioners'Association kurnool.
